The Big Picture

Starting Fall 2025, Cal-GETC is the only lower-division GE pathway for new CSU and UC transfers. IGETC and CSU GE Breadth still exist, but only for students with catalog rights.

Two biggest advising pain points

1. Lifelong Learning & Self Development (former CSU Area E) is gone. Students who took Area E courses won't see them apply on Cal-GETC. If they have CSU GE Breadth catalog rights, those courses still count there.

2. Oral Communication is now required for UC transfers too. COMM-C1000 is mandatory for both systems under Cal-GETC.

The official Norco Cal-GETC PDF (F2025-Su2026) lists only ALR-4, ENGL-1B/1BH, and PHI-11 as approved for Cal-GETC Area 1B. COMM-3 and PHI-32/MATH-32 are approved for CSU GE A3 and IGETC A3 but are not listed in the current Norco Cal-GETC PDF. They are flagged below. Verify Cal-GETC 1B status with Norco Articulation before advising a Cal-GETC student toward either of those courses for 1B.

Area 6 — Ethnic Studies (Cal-GETC) / Area F (CSU GE) / Area 7 (IGETC)

ETS-1 and ETS-7 have different status across patterns — read each column carefully

ETS-1 and ETS-7 are active for Cal-GETC Area 6 through Summer 2027 per the current Norco Cal-GETC PDF (7/8/25 revision), but were removed from CSU GE Area F effective Fall 2025 and from IGETC Area 7 effective Fall 2025 per ASSIST. A student on Cal-GETC can still use either course. A student on CSU GE or IGETC cannot, unless they completed the course by Summer 2025.

Area 6 / Area F Ethnic Studies prefix rule

A course only counts for Ethnic Studies GE in any pattern if its prefix is African American Studies, Asian American Studies, Latina/o/x American Studies, Native American Studies, or a recognized variant (Ethnic Studies, Chicana/o/x Studies, American Indian Studies, etc.). A History or Political Science course only qualifies if formally cross-listed with an ethnic studies prefix — which is why HIST-14, ETS-14, POLS-21, ETS-21, POLS-23, and ETS-23 all count.

ETS-2 (Introduction to Chicanx and Latinx Studies) and ETS-13 (Survey of Black Thought) do not appear in Area 6 / Area F / Area 7. They are approved in Cal-GETC Area 3B and CSU GE Area C2/D only.

Catalog Rights Decision Tree

Question 1: When did they first enroll at any CCC?

Summer 2025 or earlier: Catalog rights possible. Move to Question 2.
Fall 2025 or later: Cal-GETC only. No catalog rights to older patterns.

Question 2: Have they maintained continuous enrollment?

At least one fall or spring semester each academic year. Summer or winter alone does not count.

Yes: Catalog rights to IGETC or CSU GE Breadth retained. Cannot mix patterns. Move to Question 3.
No, stopped out: Catalog rights lost. Cal-GETC only.

Question 3: Which pattern to recommend?

CSU only, no UC interest: CSU GE Breadth may be lightest if close to completion. Partial cert available. Watch for banked Area E courses.
CSU or UC (undecided/dual track): IGETC if close to completion. Otherwise Cal-GETC — it's what receiving campuses expect.
Heavy STEM or engineering: Cal-GETC may not be appropriate for high-unit majors, especially without an ADT/TMC. Check ASSIST per campus.

Question 4: Is the student a UC readmit?

A UC readmit is a student who previously attended a UC campus, left to attend a CCC, and is now returning.

Returning to the SAME UC campus: Cannot use Cal-GETC. Must follow that specific UC campus's GE pattern. No exceptions.
Returning to a DIFFERENT UC campus: May use Cal-GETC. Per the official Norco Cal-GETC PDF: students who attend a UC, leave to attend a CCC, and return to a different UC campus may use the Cal-GETC pattern. Recommend a counseling appointment to confirm any further limitations.
Not a UC readmit: Proceed normally. CSU has no equivalent readmit restriction.
The Bridge Rule — Cal-GETC Standards v1.3 Section 10.2

IGETC-approved courses completed before Fall 2025 can apply to the same Cal-GETC area, even if phased out. And Cal-GETC-approved courses created Fall 2025+ can apply to the same IGETC area. This is why ADJ-1 and ALR-4 can still be advised to IGETC students at Norco even after their IGETC approval date. See Phase-Outs tab for specifics.

Per Norco's official Cal-GETC PDF (revised 7/8/25), ETS-1, ETS-3, ETS-7, and ETS-8 are active through Summer 2027. Effective Fall 2027 they will no longer count. All four remain valid options today.

The same course has different area codes in each GE pattern — read the right column

Cal-GETC, CSU GE Breadth, and IGETC use different area numbering systems. A course that satisfies Cal-GETC Area 3B does not automatically satisfy IGETC Area 3B under the same conditions — they must be individually approved. Always confirm which pattern the student is following before applying an area code. The area code key at the bottom of this tab shows how the three systems correspond.

Prefix changes summary

UC Language Other Than English (LOTE)

Under Cal-GETC (Fall 2025+), LOTE is no longer a required area. The Cal-GETC form has LOTE as an optional certification. Many UC colleges and majors still require LOTE for graduation. Advising depends on the specific campus and college.

UC's recommendation (September 15, 2025 memo)

UC Office of the President strongly recommends that UC-bound applicants choose the optional LOTE certification on the Cal-GETC form. Completing LOTE before transfer protects the student's options at most campuses.

IGETC students with catalog rights

IGETC still requires Area 6: Language Other Than English (UC campuses only). Students retaining IGETC catalog rights must still satisfy LOTE under IGETC rules, not Cal-GETC.

IGETC double-count exception: IGETC has one and only one double-count exception. Certain LOTE courses — FRE-2, CHI-2, SPA-2, SPA-3, SPA-4 — can be applied to both IGETC Area 6A (LOTE) and IGETC Area 3B (Humanities). This is the only exception to the general rule that a course cannot satisfy more than one IGETC area. This exception does not apply to Cal-GETC.

College of Letters and Sciences will NOT allow Cal-GETC optional LOTE to satisfy the graduation requirement. Beginning Fall 2026, students must complete a second semester (or third quarter) college-level LOTE course with C- or better.

UC Davis

Optional LOTE on Cal-GETC satisfies the College of Letters and Science graduation requirement. Amended form accepted after matriculation.

UC Irvine

Ways to satisfy LOTE

Quick Rules & High-Frequency Questions

IGETC Area 7 (Ethnic Studies) — not required for all IGETC students

Per the official Norco IGETC document, Area 7 (Ethnic Studies) is effective for students beginning at a CCC in Fall 2023 and beyond. Students with continuous enrollment prior to Fall 2023 may complete the pre-Fall 2023 IGETC pattern without Area 7, replacing it with 9 units from at least two different disciplines in Area 4. This is a common counseling situation for students who started several years ago.

CSU GE Area E and GUI-47

CSU GE Area E (Lifelong Learning and Self Development) is unique to CSU GE Breadth — it does not exist in IGETC or Cal-GETC. GUI-47 Career Exploration and Life Planning is an approved Area E course. Students who completed GUI-47 counting on GE credit should know it only applies to CSU GE Area E. It does not satisfy any area in Cal-GETC or IGETC.

UC readmit rule

A student who attended a UC campus, left to attend a CCC, and returns to the same UC campus cannot use Cal-GETC. However, per the official Norco Cal-GETC PDF, a student who returns to a different UC campus may use Cal-GETC. Recommend a counseling appointment to confirm any further limitations in either case.

Does CLEP count?

No. CLEP cannot be used for Cal-GETC in any area. CSU may accept CLEP toward CSU GE Breadth, but never Cal-GETC.

Minimum unit count per course?

3 semester or 4 quarter units. A stand-alone 2-semester-unit course cannot be used. Narrow exception: 2-semester-unit Math and English sequences in Areas 1A and 2 only, if at least two courses are completed with a C or better and the sequence meets Cal-GETC content standards.

Can courses from another CCC or a CSU/UC count?

Another CCC: Yes, in the Cal-GETC area designated by that CCC on ASSIST — not based on how Norco categorizes a similar course.

CSU or UC: Yes, if the course was applied to a corresponding GE area at that institution and meets Cal-GETC content standards.

Ethnic Studies Area 6 prefix rule

Course must carry a prefix of African American Studies, Asian American Studies, Latina/o/x American Studies, Native American Studies, or a recognized variant (Ethnic Studies, Chicana/o/x Studies, American Indian Studies, etc.). Without such a prefix, the course only qualifies if formally cross-listed with one. See Course Lists tab for current Norco options.

Can a student use an IGETC-approved course no longer on Cal-GETC?

Yes. Per Cal-GETC Standards v1.3 Section 10.2, an IGETC-approved course completed before Fall 2025 can be applied to the same Cal-GETC area, even if phased out. The reverse also applies.

Upper-division coursework?

Generally not permitted. Three narrow exceptions: (1) UC/CSU campus formally designates it as lower-division transfer eligible; (2) comparable to a CCC course approved for Cal-GETC; (3) CSU uses it to fulfill lower-division GE in Areas 3A, 3B, or 4 where standards don't differ.

Pass/No Pass cap

No more than 14 semester (21 quarter) units of P/NP toward Cal-GETC certification, excluding credit by examination.

CSU US History, Constitution, and Government requirement

Still separate from Cal-GETC. Still required for CSU graduation. Norco courses: ETS-2, HIST-C1001/C1002 (formerly HIS-6/7), HIS-14/HIST-14, HIS-31, HIS-34, HIS-61, HUM-16, ETS/POLS-21, POLS-C1000/C1000H.

How to read this table

Fall Transfer Coursework Deadline = the last term in which you can still be completing coursework and be considered for fall admission. Spring Transfer Coursework Deadline = same logic for spring admission. "Spring" typically means the spring before your intended term. "Summer" means summer before your intended term is acceptable. A blank or "Closed" means that term is not open for transfer admission.

Course Sequencing Tips for CSEP Development

The notes below are for internal counseling use when advising students on STEM, Engineering, and CIS pathways. Sources are noted for each section.

Chemistry

New at Norco — CHE-3 Introductory Chemistry

CHE-3 has always been in the Norco catalog but was previously only offered at RCC and MVC. Per Jody Tyler, Norco is offering its first section of CHE-3 in Spring 2026. One section has been added — if enrollment demand is high, a second section may be added before the term starts.

Physics

Do not advise students to take PHY-10/11 before PHY-2A or PHY-4A

Students occasionally report being told to take PHY-10/11 as preparation for PHY-2A or PHY-4A. This is not accurate. Per Dr. Lindsay Owens (Physics faculty):

"PHY-10 does NOT help students prepare for PHY-2A or PHY-4A. The level is so different — many classes focus on either just a conceptual understanding of phenomena or, at most, very basic single-step algebra. In addition, the pace of the class is such that we cover the broad content of PHY-4A, 4B, and 4C in one semester. So having 3 weeks of conceptual mechanics in PHY-10 does not in any way prep for 2A or 4A."

If a student is anxious about entering PHY-2A or PHY-4A, Dr. Owens is available to point them to self-study resources. The most important preparation is being solid on trigonometry, geometry, algebra, and calculus.

When reviewing ASSIST engineering major agreements, students are sometimes given a choice between a CIS course and ENE-48 MATLAB. ENE-48 is the preferred course for all universities when this choice is offered.

Engineering and architecture — ASSIST gap at Cal Poly Pomona

For engineering and architecture major prep, there is a known gap on ASSIST for Cal Poly Pomona (CPP). Review Mt. SAC major agreements with students as a supplementary reference when CPP is the target institution.
